Police have launched dashcam video of a visitors cease wherein Iowa police officer shot and paralyzed an unarmed motorist. Cedar Rapids officer Lucas Jones shot Jerime Mitchell on Nov. 1. The video was launched Thursday after prosecutors introduced Tuesday grand jury declined to cost Jones. The county prosecutor defended the jury’s Monday determination, saying Jones fired in self-defense throughout a scuffle wherein Mitchell was attempting to drive away.
